The same physics, five faces
A crane does not care what the wind is called — it cares how strong the udar is (a sudden burst lasting 2–3 seconds), because it is the gust, not the average speed, that pushes against the jib and the load. For rental planning it therefore makes no difference whether the building is going up in Zagreb, Ljubljana, Belgrade or Graz: the same threshold and the same anemometer apply. The only difference is how many days a year your area exceeds that threshold — and that is exactly what the local winds below determine.
Gusty winds (bora, burja, košava, foehn) can be 2–5× stronger in the gust than the average speed. A crane is safe at an average of 30 km/h, but not when that average brings gusts of 80.
At the top of the crane the wind is noticeably stronger than at the 10 m height the forecast applies to. That is why the final word always belongs to the anemometer on the crane itself, not to an app.
